Adrian G. Washington, Principal
NDC was founded in 1999 by Adrian G. Washington. Mr. Washington served as President of NDC from 1999-2005. From 2005 until early 2007, he took a leave of absence to serve as the President and CEO of the Anacostia Waterfront Corporation (AWC). In February 2007, Mr. Washington announced his plans to return to NDC as the Chief Executive Officer. Adrian Washington and Juan Powell now serve as Principals of the company. The Principals, along with other key members of the management team, have a combined experience of over 100 years in the real estate and construction industries. Mr. Washington grew up in the city’s Anacostia neighborhood and is a lifelong resident of DC. He is a graduate of Stanford University and holds an MBA from the Harvard Business School. He is a past President of the African American Real Estate Professionals of DC, former Chair of the Board of the Capital City Public Charter School, and former co-chair of the Mayor’s Comprehensive Housing Strategy Task Force.

Juan H. Powell, Principal
Mr. Powell is also a Principal at The Neighborhood Development Company (NDC). Since joining the firm in 2004, he has been charged with overseeing operations related to development projects. These operations include selection and management of the design and consultant teams, assisting in the preparation and monitoring of the project budgets, orchestrating the permitting process, and development of project schedules. His team also provides construction management of all projects developed by the firm. Mr. Powell brings over 26 years of experience managing a wide range of commercial real estate projects. Prior to joining NDC, Mr. Powell spent 10 years with CarrAmerica Development, Inc., where he was a Vice President & Senior Project Manager in the real estate development group. At CarrAmerica he was directly responsible for the Project Management of over 1.5 Million Square feet of projects. Prior to joining CarrAmerica, Mr. Powell spent 9 years managing projects with George Hyman Construction (a merger company that created The Clark Construction Group). Mr. Powell holds an MBA from the University of Maryland and a BS in Civil Engineering from Howard University.

Patrick Cooper, Vice President
Mr. Cooper is responsible for project development, design and construction efforts at the Neighborhood Development Company. Mr. Cooper has over 19 years of industry knowledge in the related disciplines of architecture, real estate development and construction. Prior to joining NDC, Mr. Cooper spent 5 years with CarrAmerica Development managing the programming, design and construction of a diverse collection of mixed-use, office, and tenant improvement projects including the exhibition, theatrical and broadcast spaces for the Newseum in Washington, D.C. As an Architectural Project Manager with the DC office of Brennan Beer Gorman Monk, Mr. Cooper designed and supervised the construction of high-rise hospitality projects. Mr. Cooper also worked as an architect in Atlanta, Georgia, specializing in medical, institutional and residential projects throughout the southwest. Typical primary responsibilities include project team leadership, entitlement, financial control and management, schedule accountability, design management, and construction management. Mr. Cooper holds a Bachelor of Architecture degree from Hampton University, is a board member for St. Peter’s school in Capitol Hill and has served on the Board of Directors for Jubilee Support Alliance.

Kevin A. Brown, Vice President
Mr. Brown is responsible for the acquisition and financing efforts at the Neighborhood Development Company. In this role Mr. Brown leads the company’s efforts to acquire development sites and existing buildings that fit NDC’s project profile. He is also responsible for developing financing strategies, nurturing lending relationships and securing financing to acquire, renovate and build NDC’s projects. Prior to assuming the responsibility for acquisitions and finance, Mr. Brown was responsible for managing project development, design and construction. In addition, he was responsible for project management on the NDC self-performed projects. During this period Mr. Brown was directly responsible for the development and/or construction of 180 units on various projects. Mr. Brown has been with NDC since 2004 and has over 19 years of experience in the development and construction industries. Prior to joining NDC, he spent 11 years with Tompkins Builder now a subsidiary of Turner Construction. While at Tompkins, Mr. Brown participated in the management and construction of over $200 million of new construction on various projects including mixed use, office, courthouse and warehouse. Mr. Brown holds a Masters of Environmental Sciences and Policy from John Hopkins University and a BS in Civil Engineering from the University of Maryland, College Park. Mr. Brown is also a LEED AP (Leadership in Energy and Environmental Design Accredited Professional).
